A House of Commons multi-party committee, headed by Liberal MP Keith Penner, finished the report after about a year of meeting in various cities across Canada. The Union of B.C. Municipalities is wanting to organize the task force, which would report back to the UBCM on the implications of the Penner report, if there is enough support from the municipalities.
