A plan, suggested at a previous meeting, that the teams use high-powered .22 rifles for the shoots, has been abandoned as dangerous by the members of the association. The proposal had suggested that .303 shells, necked down to fit .22 rifles, be used in the hunts. Bullets prepared in this fashion are so hign-powered that they disintegrate on striking any solid object.

Assessors' Early FVMPA Leaders Honored E. Dodsley Barrow, the Chilliwack dairyman who was first president of the Fraser Valley Milk Producers' association and who later became minister of agriculture, was honored by the FVMPA when he was introduced from the rostrum at Friday's co-op annual meeting in Mission. Mr. Barrow said he was gratified by the huge crowd, which occupied every seat in the house. Scores of people stood for part of the deliberations.

William Park, Mt. Lehman, first secretary of the organization, was also introduced and recalled the early days of the organization when he and Mr. Barrow walked, rode horseback and used river steamers to carry the gospel of the FVMPA to all parts of the valley. i iic uuuiuy iu ue paiu oy ine Ifjorman Jantednann OPTOMETRIST Hrs. 9:00 a.m.

Neither municipal assessor II. L. Trehearne nor city assessor Glen Minter would comment on the matter, neither having studied the changes in the act.

They plan, however, to attend a meeting of the Assessors' association at Vancouver tommorw night to learn about recent developments. REDUCES AUTHORITY Members of the assessors' executive who studied the government plan declare that it reduces every municipal assessor from a position of autonomy to one of a minor official. Assessors' valuations could be changed at the order of the provincial director of assessments. The assessors explain the government's formula will involve the preparation of two assessment rolls, one for the purposes of computing the municipality's contribution for school purposes; the other for purposes of general taxation. If the government arbitarily raises the school assessments to a point where nine mills (basis of the formula) is more than the municipality at present pays for education it will throw a greater load on general tax rates.

COULD ERASE GRANTS Some municipalities, it is argued, may even have such an increase in school assessment that it grants from the government could be completely wiped out, throwing a much heavier burden on the taxpayers. Assessors say that the government's formula is "crazy." Municipal assessment depart-' ments will have to be enlarged to prepare the two assessment rolls that will be required. One glaring inconsistency attacked by assessors is section, 12 of the new bill that specifies that "every person shall furnish the director, appraiser or assesor any information in his possession necessary to enable the assessor to preform his duties, and a person having real property liabel to assessment, if so required, shall deliver to the director, appraiser or assessor a statement signed by his agent, containing all or any of the particulars required to be entered in the assessment roll respecting real property. MUST COMPLY It is pointed out that anyone who fails to comply with this section within three weeks is guilty of an offence. If the.

director of appraisal doubts the accuracy of the information so furnished he "may assess the property in such a manner and for such amount as he believes correct." Assessors also claim the formula weighs the dice heavily in favor of the government. With most cities and municipalities growing and expanding, the nine mills for schools will produce more and more revenue and the government's grants would become smaller and smaller, leaving the property owners to foot bigger bills. Assessors believe that a royal commission, or at least a committee of enquiry should be appointed to go into the new assessment formula before it is passed by the Legislature. Milk Board was turned down by the Fraser Valley Milk Producers' annual meeting in Mission Friday.

The resolution submitted by the Surrey local would have restricted producer representation to "full time producers" and would have excluded members of any board of directors of any dairy. The resolutions committee headed by Lcs Davis did not recommend the measure on the grounds that only dairy executives had the time and the experience to devote to such a position.
