CANVAS CHAPEL Nowell at 1th Avenue "'A 'icwpoui By Jim Nesbitt The Bennett government has been in office less than a month. It has moved with a speed that is almost breath-taking. And, already, it has fallen into the good, old-fashioned government trap of double-talk.

On hospital insurance, the double-talk is wonderful to behold and quite impossible to figure out. Do we. have to pay our hospital insurance premiums, or don't we? If we don't will we be hauled into court for breaking the law, or won't we? Nobody knows. Even the government doesn't seem to know. Health and Welfare Minister Martin is the government's best double-talker so far.

He is charged with administering the thorny hospital insurance. Because Social Crediters ran around during the election campaign saying- they'd take the compulsion out of hospi-; tal insurance, Mr. Martin is on a hotter spot than Liberal Mr. Turn-1 bull when he had hospital insurance. So now poor Mr.

Martin is trying to do away with the compulsion, and, at the same time he's trying to keep it. "The law is the law, and we are not going to flout it," says Mr. Martin. Then, doing a not-so-ncat flip-flop, he says: "We will try all measures we can short of a summons to get payment. We arc appealing to delinquent people to join with us in making BCH1S a success." Well, now, Mr.

Martin says the law is the law, and the government won't flout it, and then he says the government will stop short of a summons in trying to enforce the law. "We believe encouragement is better than enforcement," says Mr. Martin. "Our basic principle will be to uphold the sanctity of the individual." Those are fancy, high-sounding phrases. Encouragement is better than enforcement! Where will this lead! Arc people going to be en couraged, rather than forced, to obey traffic rules? Is it now going to be quite legal to refuse to pay the sales tax? It's going to be nice when the day comes when we're merely encouraged, and not forced, to pay income tax.

It's safe to say a lot of people just won't be encouraged. This observer would say the people of British Columbia have great cause to worry about the future of hospital insurance. One of these clays they're going to find they have no hospital insurance at all. Hospital insurance simply cannot be a success unbss cvery-(Continucci on Page 2) jlMVEmq He is great enough that is his own master. Tame crows, pets of Glen Fetterly, 16, of 159 1st avenue, show no fear as they pose with their master. Their names are Blackie and Joe. Glen has clipped their wings so they can't fly to neighbors' farms. Most farmers don't show Glen's affection for crows, and he's afraid his pets might be shot.

Wilfred Fetterly, Glen's father, has been remodeling their front porch, and has found that because of the crows he's using more nails than he planned. The birds will peck at the nails for a while, then pick them up with their beaks and hide them.

Another diversion the crows have developed is pecking at the bulb horn on Glen's bicycle until they get a toot from it. The noise seems to amuse them, and they make a raucous noise almost like a laugh when they succeed. WINGS CLIPPED Because he knows the natural aversion his neighbors have for crows, Glen has clipped their wings so they will slay home. The birds have voracious appetites, and eat about two cans of cat food a week. While they were being raised they consumed four boxes of Pablum.
